Theme of 2019 GTCI: entrepreneurial talent and global competitiveness.
Talent issues have become a mainstream concern for firms, nations, and Cities. Talent performance is now clearly seen as key to growth, job creation, and innovation. New approaches are emerging to stimulate entrepreneurial talent.
Such strategies affect all aspects of talent competitiveness, including education, skilling, and re-skilling, attracting external talents and fostering co-creation with local ones, as well as encouraging imported or returning talent to stay and contribute to long-term local objectives.
The GTCI combines academic research and the expertise of INSEAD, the international business school, with the experience and perspective of The Adecco Group and Tata Communications.
For 2019, the report covers 125 countries and 114 global cities, looking at overall rankings and comparisons and the specific rankings of each.
Grand Duchy confirms its leading position with the 10th rank
Luxembourg owes a large part of its position in the top 10 of the GTCI to its excellent ability to attract talent but also to retain them thanks to the emphasis on innovation and entrepreneurship. The results of the GTCI 2019 confirm Luxembourg's position as a very innovative and entrepreneurial country.

The weakest performance in Luxembourg concerns professional and technical skills, which is hampered by an insufficient capacity to match labor market demand with the supply of labor.
